The current svn trunk now supports the use of collada files where bake matrices was not enabled.

Unfortunately since the sampling of the animations seems not working properly in the blender exporter too, I guess this would not help that much. But at least it makes the converter a bit more collada compatible.

Meh, that exporter will be the bane of my life - I guess collada isn't getting much TLC over at blender.org

ai. the blender Collada exporter is problematic. I would suggest people import the data into a program like softimage or modtool or any other package that exports proper collada files.
