I like DarkAngel's suggestion, it is probably the right thing for a huger production since it allows optimization of the disk layout.

Swiftcoder's idea is also good for a smaller project. Actually it is not required to modify anything in Horde for that. You just need a custom loadResources routine in which you query all unloaded resources and check their type to see if there is an unloaded xml resource. If that is the case, you load it and repeat the previous step. If no more xml resources are left, you load the other binary resources.
