OpenGL is a low-level API that provides access to the hardware in your video card (by way of a Driver). Horde is layered above OpenGL, and provides high-level graphics functionality.
So to play a game that uses OpenGL, you need a Graphics Card, a Driver that implements the OpenGL API, and of course a game. In this equation, the graphics card came pre-installed in your computer (unless it is ancient), the drivers were installed automatically when you installed Windows (though you may need to update them), and Horde takes the place of the game.
