Yes, but they were flaky as hell for a while after that. I hear they have shaken out most of the major bugs by now, though.
@OP: If your price range is not flexible, then for a similar price you can obtain a DirectX 11/OpenGL 4.0 capable card, which will also be at least a little better performance than that 8400. Try the
Radeon 5550, or its smaller brethren, the 5450.
I happen to have that NVidia 8400 installed in one of my auxilary computers, and while it makes a decent HTPC, and plays light games (for example Portal or Torchlight), it doesn't make much of a development card.
